The U.S. should sanction all emerging nuclear powers, particularly North Korea

With North Korea's nuclear weapons and ability to destroy cities in South Korea, Japan, and the United States, the U.S. should aggressively sanction North Korea and apply the policy to all emerging nuclear powers.
